Ing. Guillermo Fernandez

Executive Director of the 

US-Mexico Foundation for Science, Mexico city.


GUILLERMO FERNANDEZ DE LA GARZA was born in Jalapa, Veracruz, Mexico, on 13 March, 1942.

 

He obtained an Electrical, Mechanical Engineer Bachelor degree, and a Physics degree from Universidad Nacional Autónoma de Mexico (UNAM); he also studied in the Nuclear Engineering master degree program at the Mexican Insituto Politécnico Nacional (IPN).

 

He obtained an Engineering Economics Systems master degree at Stanford University and has attended several advanced management and technology management programs in local and foreign institutions.

 

His professional career started at the Mexican Government Electric Utility (CFE) in 1963, dealing with thermo electrical, geothermic and nuclear generation stations. He also worked in planning and operations research.

 

From 1971 to 1976, he collaborated in the National council for Science and Technology (CONACYT). He was initially responsible for the design and setting up of a National System of Scientific and Technical information and documentation services. In 1973 he became adjoint Director responsible for the design and organization of applied research and technological development centers; and other support services for the scientific and technological community.

 

From January 1976 through May 1991, he acted as Executive Director of the Electric research Institute (IIE). Here, he developed technological innovation programs for the Mexican electrical sector, through research, education and specialized technical services.

 

From 16 May 1991 through June 1994, he was Technical Secretary to the Mexican National Commission of Energy Efficiency (CONAE).

 

He has been active in several Mexican and international professional organization like the IEEE and in advisory councils of UNESCO, UNIDO and the IAEA.

 

He is presently the Executive Director of the United States Mexico Foundation for Science.
